The Sellafield Ltd Assessment Process
In order to best respond, it is important that suppliers clearly understand the process by which Sellafield Ltd assesses Expressions of Interest. At the prequalification stage the primary aim is to determine whether suppliers are suitable for the requirement and to select those that best meet the criteria. In many cases the number of suppliers that meet the criteria is greater than the most suitable number of candidates for the tender. As a result, scored and weighted assessments are used to reduce the tender listing to a manageable number.
Under EU Public Sector procurement directives, the scope of supplier selection is limited to three key areas:
- Eligibility in terms of insolvency, grave misconduct etc.
- Their economic and financial standing
- Capability & capacity for the project and previous track record in providing similar services
Sellafield Ltd will apply the above principles to the assessment of all expressions of interest. However, the effort expended by both parties should be aligned with the size and complexity of the advertised requirement. For low value & low risk requirements, a brief judgment of the three key areas will be made.
Please note that the quality of an Expression of Interest can impact on whether or not a company is included on a tender list.
